1. Groundwater Sustainability Act and the group that will be deciding what water wells to regulate and how much to charge for those businesses, farms, and individuals who have wells.
2. Consideration of Measure M extension going to the voters in November of 2018. Please read the recent agenda item (starting on page 201 of the attached report) about potential of $1.7 Billion worth of road improvement dollars being considered. The report also has a table of which Cities would get how many dollars by clicking here– (Agenda Item 4.2.1) —

4. Homeless Center being proposed for a piece of property near Guerneville.
5. PRMD fees and service levels. This is always an issue.
6. Specification Issues such as withholding amounts by Petaluma, paving requirements that are unclear to bidders, fire line requirements that add lots of cost to businesses and private owners/developers, conflicting requirements in the Uniform Building Codes that are currently impacting and delaying plan reviews for development projects, and many other issues.
7. The Miracle League Community Relations Project at Luchesi Park in Petaluma for autistic and otherwise challenged young people.

Call For Agenda Items for ECA Board Meetings
Today starts a new concept that the members might enjoy. We are trying to have membership become more involved in what the ECA Board of Directors discusses and considers at their Board meetings held once a month. To that effort, we are asking members to read the proposed agenda for the next Board Meeting to be held on April 18, and if you want something to be included for discussion at the Board level, please let me know before April 11. This is now a standing policy that this “REQUEST FOR BOARD AGENDA ITEMS” is now open and encouraged for all ECA members to be heard. For instance, if you want to see more coverage on bid results, let us know. If you want to know more about what local agencies are doing about the homeless problem, ask us to include that. If you want to know about updated rules on “Call Before You Dig, or CARB, or whether concrete ready mix drivers are subject to prevailing wage laws (they are not by the way-that was deemed unconstitutional by the Courts in the last two weeks!), then let us know.
It is our hope that we can be far more attentive to what might be affecting your businesses now, and moving forward. If it is an issue that merits a workshop or a meeting, we will discuss it and include it in our scheduling of events.

Project Labor Agreements On $410 Million Of Work At Santa Rosa Junior College:
As most of you are probably aware, the ECA is publicly “neutral” on labor issues such as Project Labor Agreements. I attended a public meeting two weeks ago called a “study session” that the Santa Rosa Junior College Board of Trustees held to “learn about” PLA’s as they are being considered to implement their $410 million worth of bond measure H money the voters passed a year and a half ago or so. Whether you are “pro PLA’s, or con”, you might want to let the Trustees know your opinion. Many people are writing to the Trustees following the meeting two weeks ago and the Trustees will be having a follow up meeting soon to vote on whether to adopt PLA’s on all the Measure H work. If you are interested, and I am sure some of you are (or should be!), here are the Trustees names and emails for you to write to them. The Board prohibits me from writing anything to them myself, so I am asking you members to sound off on how you feel about this possible action. Thanks for getting involved!
